Its a program called DDSviewer its real nice you cant realy edit the dds file wihtin program but you can copy the file and paste it in paint (or whatever you use) and then paste it in DDSviewer again.

It's real useful you can change walls, tiles, weapons, crosshairs decals almost anything and the best part is, it's FREE .
