DLL Talk / Help with Mysql installing an trouble

Having one hell of a time installing the package!
i got it from http://home.nyc.rr.com/madtek/DBP/dbp.htm
and i put the dll in the plugins-user dir
and the ini in the keywords dir
but everytime i try to compile i get an error

failed to load(1 DBP_TPC_MySQL_EXP.DLL)
what am i doing wrong?
