DLL Talk / Anyone using Tempest?

I'm implementing the Tempest multiplayer .dll in my project, before taking the project to further stages. But I'm uncertain how to set it up, exactly.

What's the purpose of sending the keystates of a client and not just the position of the client's character?

How do you structure the multiplayer data smoothly, so that you can have, say, an array that is dynamic (elements added/removed) when players connect or disconnect?

Anyone using Tempest that could give me some suggestions and talk about their experiences with the plugin?
