Well, you could try the 3D chat board, but most people frown upon artist/programmer requests unless you're either offering something in return, such as money, or you have considerable progress on a game that you need art for. But you could always give it a shot anyway.

Do you actually have anything done yet on your game? If you have a decent game running with some placeholder models people will be much more willing to help you.

near to your town or not?
(to be a team and never make a meeting to plan how the game must work can be really difficult.)
