Geek Culture / track my cellphone?

Hi. I want to be able to host a website on my desktop pc, and track my cellphone while im out just to see if i can get it to work on my laptop by accessing the site on my desktop from my laptop somewhere else.

can someone tell me if they get the php & sql version of this to work and how?

I know its not entirely relivent but i used to have have some software for linux which used my bluetooth dongle to detect how close my mobile was to my pc, so that when i left my room with my phone in my pocket the computer would either go on standby, shut off the monitor or start the screensaver.
