Is your computer recognizing the drive in My Computer or Device Manager (if you're using Windows)? If not, have you checked to see if the ribbon cables are firmly attached to the drive and motherboard?

That's pretty vaguegeneral information...but my guess would be that it's old and fried. How old is your computer and CD drive?

Well, that wasn't very constructive for me to write. What Venge says has merit, I would definitely check those out. If it doesn't work, then it's just a fried piece of plastic with some metal bits that needs replaced.

The last straw that broke the camel's back. Or the last little optical aberration on the lens, in this case.
Always be a lazy troubleshooter. Have you had a go with a lens cleaner?

I've had this problem twice before - I put it down to cheap unbranded CD drives getting 'old' from underuse. I've got a HP cd drive on another pc and it's been working for about 8 years now.
What make is your CD drive?

When you run the lens cleaner do you hear any sound output?
