AV companies make free tools to remove a vast quantity of 'big name' infections. Especially since (in some cases) the infections can kill your AV - so the tools are also targeted at users who have had their AV program crippled by the infection.
Also, because each tool needs to do a full scan to root out each infection, it makes it inconvenient to rely solely on those tools (especially since you lack on-access protection as well) so there is still an incentive to buy + use AV.
I used the Blaster removal tools a few years back (provided by Symantec) and they worked fine.
