That's a real issue, but it's certainly not a bug: it's a very well known side effect of how Valve implement their networking. It's an inaccuracy caused by speed/bandwidth trade-offs, not a logical flaw.

I hate the networking aspect in source games, that if you get hit you get snapped to the position where you got hit. So if you get behind the corner and server tells you get hit you snap back There is nothing you can do for it tho.

Just block the page I think it's like ads.msn.com I can't remember I don't use msn any more.
