How can I set the sound pitch without changing the speed of the sound?

There's no command to do that directly in DBC. You'd have to use or create some kind of resampling code/app.

Very well could be. In fact, i think its likely to be one, perhaps sitting on the windows directory right now . lol, i'll have a look see and see if i come up with anything on google/dogpile.

You might try VSTi or Directx plugins. There are a ton of these around used to simulate hardware audio components (like distortion boxes for guitars, samplers, synthesizers, chorus, flange, etc.) They are often in the form of dlls. A quick search brings up:
