RPGs, like Silvester are quite complex - also there's no 1 standard style for RPGs, so it's a lot more difficult to create an affordable 3DRPGMaker like you'd have an affordable FPSCreator.
I've had a lot of difficulty in coding my own RPG in 3D, so my advice, if you want an easier solution, go 2D and there are great tools for that. RPGMaker has all of the elements there:

Alternatively, The Games Factory 2 is a great 2D tool - it's script editor is visual, so you don't need to learn any codes and it's not too difficult to get the hang of - it gives you more freedom than RPGMaker as it's flexible and designed to make any 2D games, but you have to learn more.
