It's reviews like that that keep me from believing any comments online. The author of that post considered his tech level "high".
I've been pretty happy with my 24" Westinghouse. It's a few years old now and still 0 dead pixels. I just can't buy a monitor online though, not without seeing the picture it produces in person. Unfortunately, the cheapest monitor I could find on newegg that could even handle my resolution was $250 with the rest well over $300. Although, the cheapest at $250, a 24" Samsung with 5 eggs after 400+ reviews must say something.
Can't really offer much advice on LCDs. The Asus VH242H is $200 and has DVI, HDMI, VGA. Since every gfx card uses DVI, I'm was kinda upset when I got my westinghouse and noticed I had component, composite, s-video, hdmi, vga, but no dvi.
