Little off the subject guys. How do I upload one of my pictures as my avatar. I know it has to be an url but how do I make my picture an url

upload it to an image hosting site then use the direct link url.

Alternately you could upload it to the forums (preferably as .jpg or .gif, but not .bmp as you've just done) and get the URL by right-clicking the "view image" button and then clicking "copy image address".
