when i download and install all of it (dirketx, dkg...) it won t show up in wizards in visual c++

If your Windows is not English, the wizards will not be automatically installed.

There is guidance on how to install them manually, for example in this page, look at the posts by MegaMuse and Carl CLD, they both describe the steps to install wizards:
