Ok so i go into just cause 2 and go to advanced disply settings and hit optimal settings, and it puts everything at the highest.
I have my resolution at 1600x900 and it goes to a crawl, i dont know why. Is it my graphics card?
here are my specs.

Processor: AMD Phenom(tm) II X4 965 Processor (4 CPUs), ~3.4GHz
Card name: ATI Radeon HD 4650
Display Memory: 2809 MB
Memory: 4096MB RAM
Available OS Memory: 4094MB RAM
Operating System: Windows 7 Professional 64-bit (6.1, Build 7600) (7600.win7_gdr.100226-1909)
and a 750W PSU

I have a feeling its my graphics card.

oh, and if i put it on 640x480 it runs smooth but i might as well buy the console version

But the weird thing is, is i can run Modern Warfare 2 at full specs and 1600x900 and im getting 40-50fps

Therefore, it's very unlikely to be your GPU (that is, the GPU is not defective / it's not a driver issue assuming you've kept them up to date)

Have you actually tried it at anything between 640x480 and 1600x900? (when playing Just Cause)

Because you have to keep in mind that even for a capable GPU, sometimes upscaling the resolution a very small amount can have a massive negative impact on certain operations (especially for shaders which cover large patches of what you can see). I don't know what 'power range' your card is in but it may simply be a case of 'a resolution too far' so to speak

Well yes i tried it at 800x600 and it i was getting 20 fps.
640x480 i was getting 50-60 fps, so idk what the problem is, here are the power ratings.

GPU clock is at 300 mhz
High Performance Memory clock is at 400 mhz

i have the ability to over clock it but doesnt that void the warranty? Also , at 300mhz it runs at an average 39 degrees celsius.

In my ATI CCC, it says that if i overclock i can go to a max of 778 mhz and a recommended 600 mhz

Right, OK - so it sucks at pretty much every resolution rather than rock bottom.

In which case: Are your GPUs drivers up to date?

Is the card model you stated the exact card model? (i.e. it isn't an inferior 4650 with some added suffix or something is it?) - just that if you look up the specs for the card it states 600MHz is the core clock speed, so you have it considerably under clocked (so follow ATI's CC recommendation and go for 600MHz).

It's unlikely this is directly causing your problem, but try it

This is the exact card i bought from newegg

Im also afraid if i overclock it it will void the warranty, will it do that? i cant find any info on it .

Nevermind, i found that it wont, as long as i use the settings within their software, but they dont cover other damage like, if it got too hot and fried my memory or something like that.

Your GPU is pretty horrible and is kinda low-range graphics card so I suggest getting a new card.

Again, before rushing off to buy a new card: Are your drivers up to date? Is the game up to date? etc.

EDIT:

Also, forgot to mention:

Maybe the game is a little borked at autodetecting the settings. Manually decrease the detail without changing resolution (if possible). That should make it playable at least

@ Lemonade my 7 bucks an hour will take a couple weeks to get it XD but nope, if im upgrading, im doing it to mean something.

and @ David R

yes my drivers are fully updated at current version 10.4

and @ Lemonade again,

Whats even cooler is i will be able to use both of them with crossfire, i think... er... maybe someone with experience in crossfire can tell me if that would work. but that would be sick!

Nah,two completely different GPU's in crossfire won't work. Just go for the Sapphire 5870 if you can afford it,it will meance anything you will throw at it. Best pick
