So I have a funky computer and when it hibernates or goes inactive, I wake it up and my internet is down... Don't know why it does that every time but I have to manually reset the local Area Connection and then after its diagnoses is complete my IP address changes every time. If you know what I can do please help... thanks!

This is a problem with your DNS Resolver Cache, I believe.
Go into CMD and try running

@ budokaiman

Went and tried that and it said "Windows Vista failed to Flush the DNS Resolver Cache"

It might help for you to assign your computer a static IP address (see here).
