I feel so dumb being able to not answer this:

if 2/3 is 1/2 of 4/5 of a certain number, then that number is?

Answer: (B) 5/3

Ideas?

2/3 = 0.67 which is 1/2 of 4/5 of the number, so:
4/5 of the number = 0.67 * 2 = 1.34

1/5 of the number would be:
1.34 / 4 = 0.34 = 1/5 so the number is:

5/5 of the number = the number = 0.34 * 5 = 1.7 = 5/3

i tried reading that against my will my head almost exploded and reminded me of that nightmare i had today that i was back in highschool senior year (the worst year considering its the last year and you cant wait to get out of highschool.)

Sounds like homework about fractions to me.

That's the same as saying:
2/3 = 1/2 x 4/5 x X

which can be rearranged as:
2/3 / 1/2 / 4/5 = X

Then you can simply carry out the division on the left hand side to get the value of X - no need to convert to decimal at all.
