I've never done anything like this, but here is the situation:

I'm using a remote desktop application for my android phone called Xtralogic and it works fine, but only on WiFi. When connected to WiFi on my phone, the app can communicate flawlessly with my PC and everything works fine

What I'm trying to do:

I want to be able to connect over 3G (WAN), but there are some security risks, so I need to do port forwarding or something like that? The guide is here (under Step 4) and I can't understand any of the terminology at all. I would Google this, but I have no idea where to start and what is what.

My Router Model:

2701HG-B 2Wire

Any help would be greatly appreciated

THat is a generic guide for some random Remote Desktop App. Make sure you set the Protocol as TCP and the ports to 1024 to 65535 as per the instructions.
