I don't know where you getting your info cause thats isn't true. What they've done is create an Engine that can work uni-formally with all three platforms via PC. So they will create the game via pc using high end texture, meshes and shaders and they get dumbed down for the consoles. If you look at the presentation vids, you can clearly see that the quality is higher on the PC.
In this vid you can kind of see the difference in shader quality, mainly the water, but vid's not that great:
This is better, but you don't get to see the PC version much, but when you do, you can see the difference:
Either way, the game still looks stunning on every platform.

Y'know there are other games coming out right? We don't spend a ton of money for one game. We future proof. We buy a rig that will cover the next 2 years of Games.

Not always the case with some games which are ports of Console games. But games produced for PC in mind then yes.

Well yes. The whole point of CryEngine 3 is that it actually runs. CryEngine 2 could produce stunning graphic, but the performance was the issue. This time round, they've still achieved the graphics level but with a more optimized engine.
A dream is a fantasy, if you achieve that fantasy it was never a dream to begin with.
