It's not a programming language, so no...

DBPro would be a better choice, although you will need to learn the language, it's probably the easiest 3D game creation language out there.

The 3D Game Creator is really for youngsters, not capable of complex AI or exacting designs. This part of the forum however is for AppGameKit, which is 2D, not released yet, and aimed at making mobile games.

Health, Ammo, and bacon and eggs!

If you want to make an RTS style Naval game, then I suggest you look out for a copy of 'Harpoon' for inspiration. It's an older game, (based on Larry Bond's Harpoon Desktop Wargame), so you might struggle to find it, but it's definately worth the search to give you a few ideas

I always say to non-programmers why not make the game with pencil and paper? Then you can have fun with it and if you learn programming you might one day make a video game version.
Getting an idea for a game and wanting to make it with no knowledge of programming is like having an idea for a novel and then deciding you want to write it in French.
I used to make loads of games with some dice, a pencil and paper. If you do decide to take up programming then good on you, but it will take quite a while before you can make anything like the game you are describing.

Everything worthwhile requires effort.

^This^

Dungeons & Dragons and Harpoon started off as board games, so a pencil and paper game would definately be a good route to go down.
