So I was checking email today and ran across yet another bit of spam, but this one caught my eye because it claimed to be "okay" under the "CAN-SPAM Act of December, 2003".

I found more legit articles on the subject but since the wikipage is well sourced, it made more sense to link that.
Why haven't I heard of this act until now? (Ignoring the fact that I was in highschool in '03 and didn't care about politics back then

)
Does anyone know what reasons they had for passing this? Why on earth would this be good at all? And how is this contained to the US only? Are US companies allowed to shoot out spam emails internationally?
