Can I use only Tier 1 BASIC to program a game and use it on all platforms? I am not referring to deploying it for test purposes but for when I actually release the game.

If you have the SDKs and necessary hardware to publish on each supported platform then yes, you can release your game on the supported platforms having coded it in tier 1.
