Just wanted to share this with business owners like my self who are looking to hire people but cant afford to pay expensive posting fees. I ran across this site http://www.postjobfree.com/ The site offers free and paid subscriptions. The paid is a very resonable rate when compared to Monster. I hope you find it helpful.

regardless I find the job market to be totally scandelous... when I learned that if a company used an agency to hire somebody that agency had scandelous fees associated...

I just hire people as they come and who I know... and soon im going to post a notice outside my shop I need store staff... but not just yet... unpaid of course... but I am looking at giving them a paid position...

Is that site for UK businesses too? not that I would end up using it... just thinking about the international scope of this forum... and the localisation of the UK...

It's how the agencies make their money and they don't charge so much they becomes intensely rich off of it, but to do their jobs and make a little profit on top, though with the amount of work, time and effort that went into one contract we had to deal with (because the employer lacked communication and were really awkward to deal with) I think the agency only just broke even.

You'll find some people are happy to do voluntary work, particular when it's difficult to get a paid job especially if there's a chance they'll get a paid job at the end of it. Perhaps it's worth a shot trying to recruit through your local job centre plus, they run work experience schemes, though they've received criticism for businesses like Tescos and Argos taking advantage of it as a means of free labour.

I believe JCP charges you for pretty much anything... dunno if it works anyway

If it cost that much, the agency was probably paying the employee directly.

That's probably quite likely, the recruitment agency I was working for dealt with paying with the employees. The workers' contract was with the agency and not the people we had them working for, it's especially useful for temps because they only need to sign one contract and only need to agree to the terms we gave them. Also, as they're working for the agency they can deal with any complaints through the agency themselves rather than directly to the employer. Or it was at least the case with us, we had a good relationship with out recruits, I don't know what the case was for other agencies.

I only dealt with temps, so I don't know what the happens when somebody's on a permanent role.
