I'm talking about these machines/devices that scans an entire person into a 3D model, and then the person puts electrods on or some kind of suit and records his/her own motions so that the model even comes animated.

I donnot know everything about this techniqe, but I guess It works something like described.

Purchasing and installment of these devices must cost a fortune and is used by blockbuster aaa producing game companies, not for an indie derveloper like me that has his 'office' in his livingroom.

But it would be fun to know. Who, and what kind of companies makes and deliveres these things?

It's called Mocap, or motion capture. It's another one of those highly expensive bits of tech than can be done to a low level using a webcam and some ping pong balls - take a look.

also for about $500 you could try this software

this is on my wishlist and I think its the best bet for an indi developer.
as for actually scanning yourself in as a model, dunno about software for that.

Sometimes I like to use words out of contents
