How do I activate all 4 cores to always be used?

You don't as far as I know, Windows uses all 4 cores at it's disposal. Also, the programs you use have to be optimized for multi-threading, which allows the usage of more than 1 core. Not too many applications have this.

You can set which processors a process is allowed to run on from the task manager, although I doubt that'll help you.
