i want a free program so i can make sound effects. i would prefer for it to be free and a open license so i can sell a game without buying one.

Behold.

I see it was actually made by some old DBPro members, including Indi who I remember, and some others who I don't. It's pretty retro but it's quite easy to use, and makes some neat sounds that sound like something out of Space Invaders or something

If that's not what you're looking for, Audacity is pretty powerful, and free, and if you have a mic you can record your own sounds and edit them. Quite a steep learning curve though, be warned!

SFXR has proven useful (and fun) to have around.
