So here is the situation:

I have a 32 bit Windows 7 Medion desktop that I got in 2010. The fact it was 32 bit had miffed me quite a bit, and it has a recovery partition with the 32 bit OS. Now, it came with a recovery CD which actually appears to be an installation disc for Windows 7 32 bit. Three months ago, I got a Medion laptop with the same recovery partition gubbins and recovery disc, but this time its 64 bit. Can I use this 64 bit install disc to upgrade my Windows 7 to 64 bit? I know this will effectively wipe my whole drive but I don't care. My processor has a 64 bit instruction set so I want to use its full potential!

You might have to use the cd-key from the laptop, but other than that there's no reason why you couldn't use the disc. I'm using the same CD on my desktop that came with my laptop.

Is it even worth doing? Does your desktop have more than 4GB memory?

It has 4 GB of memory installed, which seems stupid to put a 32 bit OS on, and since the instruction set is 64 bit I feel I am missing out on unlocking the desktop's true potential.

Well you can utilize 4GB with 32-bit, so I personally wouldn't bother. Most applications are 32-bit anyway so there's no performance change there, just saves you the effort of upgrading really.
