does the multi player network work on 3g? or do the both devices need to be connected to the same wirless network?

You can connect using IP addresses, or by broadcasting on a local network.

Yes, all network connections have an IP including 3G. So it should be capable of connecting to or hosting network content (depending on the signal strength of course).
