I don't use a hex editor. My hexes don't need editing.

I usually use frhed. On occasion I've used the hex editor in Code::Blocks, but it's very bare, so I tend to stick with frhed.

One has proven very useful to me while I was testing my recent projects, an emulator and assembler, both of which read from and write to files. Neither of those projects are actually complete or even working for that matter, however.

You can use it for far more than that!
if you mix IDA, OllyDbg, Cheat Engine and and a Hex Editor, you can chea.... ahhhh, exercise your competitive edge, in heaps of different games, not just for Windows 3.1, and not just games, but lets not mention that

Reminds me of fun times playing Mario Kart multiplayer with some hacker... He had the ability to send 5 or so of those pesky blue shells to each person racing simultaneously.

Most 'hackers' like this probably aren't really hackers, they just download a cracked version that lets them do something like that. The real hacker is the person who cracks the program in the first place.
I mostly hack things like Mine Sweeper to jam the timer of something like that.
