I've been with Dreamhost for five years now. They almost always seem to have a promotion for $10-20 hosting for a full year. It isn't a bad service overall, but I've also used Bluehost and found it to be a bit more stable. I stuck with Dreamhost because of the effort required to transfer all the sites and database stuff I have running now--I subscribed when they had a $9.95 year deal.
However, if your sites go down when on Dreamhost be prepared for them to be down up to half a day or longer. It seems every month something goes wrong with one of their servers and it can take them ages to get it resolved. Their own site also usually goes down when this happens and they never bother to email their clients about outages. They have
http://status.dreamhost.com/ where they write about it but unless you manually go there you'd never know. This month alone they've had seven connectivity issues reported. Ironically, one of the biggest outages happened the day that they began running this promo on LifeHacker.
Still for a shared service it's alright.
