Does DBP work with any direct X over the 9 c or do you have to download and install that specific version?

Not completly sure but we have to install 90c in windows 7 and 8 because it comes with direct x 10 and 11.

I am going to start a programming site and TGC products are going to be one of the topics and I want to be able to tell visitors right. I am still with vista and I installed it. If what you say about 7 and 8 is right I guess I should advise everyone who get's DBP to install DX 9c

It's possible it will run with DX9 versions above 9.0c (if there even is any such, doen't seem like it), but it will absolutely not work with DX10 or 11. Or DX8 for that matter
So yeah, you'll have to get that version.

To be more specific, you need at least the version of DX9c mentioned in this post:
