The feature doesn't seem to work at all.
Try the following code:

Dim img As DarkGDK.Basic2D.Image = New DarkGDK.Basic2D.Image(10, 10)
img.Stretch(20, 20)
Debug.Print("X:" + Str(img.Width) + " Y:" + Str(img.Height))

It prints out 10/10 for me.
The Stretch command just seems to be ignored coompletely.
