I going to use it with 9 iterations of the lossless compression to compress a 256 by 256 image down to 4.125KB.

JPEG+LOSSLESS gets you high compression ratio. The lossless algorithm includes use of bits set to null so you store the bit length of the MVALPP,COMU,COMPT and KPP with 2 bit values with null included so their essentially 3bit values. The last value which is 5 bit ends where the value rounds off to eight bits and breaks into the three compressed data structures sized ~8 bits.
