as i can see in steam version is comes with templates for vs 2015 and since a while vs 2017
\Steam\steamapps\common\App Game Kit 2\Tier 2\apps
AGK (Steam) V2017.12.12 : Windows 10 Pro 64 Bit : AMD (17.12.1) Radeon R7 265 : Mac mini OS High Sierra (10.13)

AGK has not supported Visual Studio 2013 for some time - the only libraries are for 2015 and 2017 - and you need the libraries to link things together.

BUT fwiw - what are you trying to achieve ?
