If its just for the menus I'm sure there is someone out there that could just added a menulist that could just load the menus helpfiles etc as set by the menu
Ive done this with web programming using a database to set up menus.
but for full multilingual support I believe there is software like mulesoft.com and other various software/libs available that could be integrated with rights etc

I don't think you need a C programmer. You need more a translator.
Here is a German example with standard geany translation and a start of agk translation.



What you Need is only translate the .po files.
Here some european files. You can edit it with poedit. By saving back, a .mo file is created. Please send it and i can make a package for rick. If he want it.

French
Greek
Russian

You can also edit the files with a text editor, but it is not that comfortable.
