Okay, I'm sure there is an easy answer to this, and maybe I'm just tired and cranky, so thanks for your patience.
I bought the sound library (and a 3d Asset pack). Steam reports that they are installed.

Where do I find the sounds and 3d Assets I bought so I can use them?

These will be in your agk 'DLC' folder : C:\Program Files (x86)\Steam\steamapps\common\App Game Kit 2\DLC

or you can access them via the DLC menu item in the AppGameKit IDE
