I contacted Valve to verify there stance on using Worldcraft/Zoners tools licence free, to build BSP maps for use in commercial projects.

I got this reply

The EULA prohibits the use of the editor for game engines other than Half-Life.

I would recommend a combination of Quark/Zoners tools for commercial projects (if you don't want to shell out for licence fee's)
