It appears that hydrogen does exist in our atmosphere by itself in some quantity. I'm not claiming there is enough there to use for fuel cells. Far from it. I'm just saying that stating that hydrogen doesn't occur naturally is ridiculous.
Anyway, back on to topic, I think I should start quoting some Republicans from that article as folks don't quite seem to understand how harsh this stuff is:

FYI, Rumsfield had a pre-war plan handed to him that had provisions for dealing with looting and he threw it away. I'll dig up a link later to back that claim up when I get the time.
