If we make a model in a outside editor will we be able to scale it within FPS Creator

My guess would be probably, but even if you can't, you could just do it in a model editor.

The T3DGM models would need converting first if you wished to retain the animation data. FPSC does not use limb-based animation like T3DGM/DB did.
