Perhaps the thing to do is change the sticky note icon to a big red exclaimation point or something. The green arrow is too subtle for some folks.

No, the reason no-one looks at them is cos they see the sticky icons, and subconciously think "Stickys... ignore", and begin reading the posts at the bottom of the stickies. They need to look exactly the same as all the other posts for people to see them. It may get annoying not being able to tell stickies from normal posts, but people will read them .
