How do we make higher floors for ladders or steps?
Is it layers? If it's the layers i don't understand...

PS: I am a newbie of FPSC...

On layer 1 place a 5x5 floor. Go to segments and click on new segment. Look for the stairs in there. Once you got one, place it on the floor. Go up a layer and go to the exact tile where the stairs are and then move from the tile you are on to the one next to it the stairs are going to. Place a peice of floor there. Voila!
