You can't It says in the manual that you have to use sky spheres and sky boxes and apply a texture on it. The old texture backdrop command is obsolete nowadays.

The evil plan is now even closer!

True - since it could never texture the entire screen anyway (remember it was divided by 4!!) it was always pretty useless. A skybox/sphere is extremely simple to make and more importantly allows you to turn the backdrop off meaning much greater FPS rates (which is always a bonus).
