OK, this should work.
Now think about it when you shoot a weapon your surroundings glow up right. If you make the "Torch" into a weapon then created the right muzzle flash and set it to fire at 999999 rounds per second with unlimmited ammo and no sound, this should keep your surroundings lit.
I'm sure this will work.
I've tried to do this but I find it too difficult, so please will someone try.
I'm gonna keep trying now.

but u haft to thenk............the surroundings will stay lit but not the way your flashlight is ponting. so some how you haft to get the light to stay inside of the beem.

This idea of using the muzzle flash has been discussed before, and Riker 9 already has a flashlight in the package. All you have to do is wait for it.Also, you would then have a very easy game as the gun is firing 999999 rounds per second at enemies non stop.
