2D All the way! / PacMan Map?

What would be the best way to make a 2D PacMan like map. I can think of a couple differnt ways, but i'm not sure if they would work, or which one would be the best. I'm curious about everyones opinion so please reply.

Cocacola and Pepsi aren't that differnt. Deal with it.

The pac man map is tile based. If you've ever had the oppertunity to peek at the actual pacman code, you can see how they did the maps to conserve precious ram. It's pretty neat, get yourself mame32 and download the pacman rom. You can view the source to see what I mean.

But anyways, tile based system is what you're going to want to use for pacman. All your end pieces, straights, corners and intersecting pieces will need to be a tile. Same with your dots and pellets, ghosts, pacman, numbers, and letters.
