Can someone tell me just how to make an image like fire.png
used in the particle examples.
It seems to have a transparent background, which I can do in Photoshop,
but I can't seem to get the same result. What am I missing?

I belive the examples used a ghosted emitter object so you don't need an alpha channel, just a black background.

Dark Physics emitters cannot use PNG transparency right now. They only work with the Ghost command.

Well, that's true, but it limits the application of particles. I use ghosting for most particles, there there are times when true alpha transparency is absolutely necessary. Ghosting makes darker colors more transparent, and that is a problem sometimes. One application in which it was necessary was my waterfall in Geisha House. It just didn't look right with ghosting. Blood also looks bad with ghosting. Dark blood looks nice, but dark blood is not possible with ghosting. It ends up being too transparent and pink.
