This is what Rick sent me in an e-mail:

Hi,



Users can make FPSC games with the media. They cannot start selling the media in some kind of media pack or texture pack.



We don’t mind re-textures and the sharing of these textures. The problems start when someone tries to start selling the media as some kind of pack that had little or no work done on them.
