new mother board = xp thinks it's installed on a new computer.

Phone MS and moan at 'em or install another copy.

or better still install Linux (if you don't need it for DBP of course)

tried that, but its finding one on the other end that speaks english that I can understand. right moan done.

thought I could put my old copy of XP Pro on it but it just seem to ingnor it as if it was not in the cd drive.

plus the support disk that was made to fix it won't work because it thinks its a new pc.

Make sure the cd is set to first boot in your bios. You should
be able to start the XP pro cd, if I remember right.

Calling MS tech support? Better set aside a few hours. Last summer, my gf and I had the same issue and it was preventing us from updating windows. We took turns every hour holding the phone. The guy did speak english, but no matter how I explained it he just couldn't grasp the concept of what a router does. (Long story why we were on the topic of routers)

reset your network card and wireless encryption? You lost me. Unless you're talking about "ipconfig /renew" or something.

like I said may be using the wrong letters.

it something to do with new motherboards having a way to check that everthing they started off with is the same, if you change to much or the mortherboard the windows licence pulls the plug and you have to start finding out like I am on what you have to do next.

You mean have Windows check to make sure the rest of the hardware on the motherboard is the same? Not sure of any type of "reset" feature. I have a legitimate copy of XP (2 copies actually) and I've used cracks in the past on them just because of the frustration caused by issues such as this.
