I am hoping to make a game like the Sims, but a lot less complicated.

Basically you start in a predefined house, and you can go to town and do stuff.

Could this be possible with 3D Game Maker?

And to answer your question, that would not be possible in The 3D Game Maker It is limited in which different genre's you can make with it. It is possible to make something as third person's or FPS's.

The 3d game maker is a very simple game maker and can only make basic racing / platformer / shooter games etc. It wouldn't be able to make a sims game no matter how complex or simple the game would be.

The best way would be with Dark Basic Pro but that all depends on whether you want to program or not.

Nope, not possible. You'll need to learn how to program.
