NOTICE: Gimp, or Photoshop Imageready are two good programs that can be used for this. You can do it in flash, but it does strange stuff when exported into a GIF.
And for those of you who don't have the programs to do animations, do not fear.

free, open source cross-platform image editor that supports GIF animation.

Anyway, what can
YOU do with only 2 frames of animation. I know, I know, alot of you are thinking "Not much at all...". But a GIF loops, right? Right!
For example, this would be a proper two-frame animation:
Notice that this is only 2 frames, looping (Plays frame 1, then 2, then resets and plays 1, then 2, so it really is 1, 2, 1, 2 for infinity or until your computer blows up) as a GIF.
