So do we rate this using an Integer range or DWord?

It's not bad, one thing that really need changing is the size of the content, you seem to have a 400px gap from the navigation to the content which just wastes space. The top navigation should be spaced out better so it actually looks like navigation. The header looks a bit sparse as it has a logo and a huge blue area. Maybe some subtle tiling clouds or the website name across there would do better. Finally I think the headings for each section on the left navigation should be outside the box with navigation.

I think that you have way to many categories on your forum. And shouldn't it match the theme of your site?

they do, some also cover a sub chatogory.

The space between the links and the content is far too big, apart from that it's fine.

Don't use a percentage to define space between divisions, cause at my resolution I end up with half my screen being blank between the side catagories and body. I don't know why, but the left catagories column looks like a google ad. And at first glance I ignored the content because I thought it was just an ad. That could just be me though.

The banner at the top looks like it needs some work. Other than that there's the slight problem of not knowing what exactly the site's about.

4/5 : Looks good but you need to shorten the gap between the links and content as mentioned before
