You can create a 2D character in it(or load an rendered image) and then use a bone system on it to animate...It's great and easy

I use Character Maker. Its what some people use for doing Tile based games and RPG Maker stuff. Like MS Paint but with a grid and you can select different parts at a time to edit and change the size of the bits of the image you take. Get it now or Die!

Dpaint 4 was a classic. Not sure if I could tollerate it now though. It has some nice touches.....

Press B to grab an image off the screen with colour 0 as transparent, you can now use the image as a brush.

Press letter O to put an outline of the current selected colour around your brush.. has its uses as a quick AA. Or even an Emboss if you select fading colours as outlines.

The grid worked better than todays grids for some reason.

The palette was truly editable so that colours changed onscreen.

Commands like Circle worked from the centre of the circle which was much better for getting the scale right first click.

Lines could be bent in a nice simple way compared with most packages today.

Hmmm Maybe I could be happy with Deluxe Paint 4!

You could (in theory) probably create it using animated sprites.
I played some great games and I'm not even that old!

Monkey Island (completed this eventually)
Exile (dead hard this one was, never did finish it)
Soccer Kid (on gameboy color I believe by Telegames)
Project X (still get this one... http://www.team17.com)
Click on softography and Project X.

These are but a few that I can remember playing. Might re-create one of these one day.
